Exchange 2007 Free/Busy information not visible in Outlook 2007

If you find yourself in a situation that free/busy information is available in OWA 2007 (so you know it's published and working correctly on the server) but it's not available using Outlook, try adding this registry key to the client computer.  It tells Outlook to change how it's looking for the free/busy information.

HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Options\Calendar

Create a DWORD value called "UseLegacyFB" and set the value to 1.

The default value for this key is "0", which means Outlook should use the Availability Service to get free/busy information.
The value of "1" that we are setting tells Outlook to use public folder free/busy information.

At the very least, this is a good workaround while you're trying to figure out what the ultimately causing your Availability Service issues.
